Subject: Proposed Green Route through Wards 8 & 9

Councillors Robertson, Giacopazzi, Barnacle, Cuthbert, Anderson, Baird & Livingston, some time ago Cllr Robertson raised a request for the Traffic & Road Network team to consider the provision of Green Routes in the Glenfarg area. Due to the limited resources and many other priorities it has taken us some time to actually investigate and consider the merits of this request. Having now had the opportunity to do so we would be happy to consider the provision of a 40mph Green Route (shown Green on the attached plans) that would link Milnathort to Glenfarg to Bridge of Earn and ultimately thereafter linking on to Perth City via the off road link between Bridge of Earn and Perth. It may be that there could be future links from this core route but this proposal would allow the main initial link to be provided and monitored.

The proposed route will use the minor road network and will require some engineering measures (shown Blue on the attached plan) at several points along the way. These works would also be intended to be included in the works proposed for 2017/18.

It is proposed that an application would be made to Sustrans to receive match funding which would allow all the projects to be carried out during financial year 2017/18 if funding and staff resources allow.

I have attached a draft drawing which has some comments describing what is proposed and where it is proposed. You will notice from the drawings that as part of our investigations and proposals we are suggesting the introduction of reduced speed limits (shown Red on the attached plan) at some hamlets along the way.

The proposed speed reductions will require a report to be submitted to the E&I Committee to progress the legal order required to introduce the Green Routes and reduced speed limits. In the first instance I would welcome your comments which if they are positive I will be able to use as supporting evidence for a funding application to Sustrans.
