Pre Main Issues Report Submissions for Fossoway Area

I refer to our ‘phone conversations last week regarding the meeting of the Fossoway Community Strategy Group that I reconvened to discuss the above.  In summary, the group’s response to the above was as follows viz:-

Blairingone

Support for Blairingone 1 providing the line of any proposed by-pass to the south is not compromised and major mitigation measures for A977 are considered, i.e. roundabout at western approaches.

Crook of Devon

Opposition to zoning for housing at Crook 1 (Manse site) but more relaxed on use of ground for manse, parking and woodland (either within or outwith settlement boundary depending on revision of Policy PM4.)

Support for Crook 2 if major mitigation measures on A977 provided, particularly large roundabout at ‘B’ road junction.

Complete opposition to Crook 3 and Crook 4.

An employment site would be welcome.

Powmill

Complete opposition to Powmill 1.

Support for current H53 zoning and possible extension if Masterplan concept could be rejuvenated.

Rumbling Bridge

A small development at RB1 could be considered, if it included affordable housing.

A desire to see Strategy Groups settlement boundary incorporating Devon Gorge with Naemoor Road.

Trust this is helpful.  Will advise outcome of public presentations per note attached.

Mitigation Measures on A977 – Mike’s Email to Councillor John Kellas

Dear John and Jim

I refer to my meeting of 15th inst. With John and Councillor Giacopazzi, during which we discussed my letter of 18/7/14 and 16/3/15 to Jim and his reply of 8/4/15 re the above.  I was tasked to investigate previous requests for measures, ascertain what might be considered and supported with local ward members, before responding with details for further discussion.

I have examined PKC’s Statement of Case at the Public Local Inquiry (PLI) of November 2004 into the new Upper Forth Crossing at Kincardine and the Summary of Proposed Mitigation Measures for the A977 produced, if funding could be secured viz:-

Of the measures proposed and still not implemented by PKC, I would highlight:-

  • Large Roundabout at junction of A977/B913 in Blairingone
  • Large Roundabout at junction of A977/B9097 in Drum

Both of these above locuses would break up a stretch of road with speeding vehicles, unless other measures can be suggested.  Both could possibly be delivered through development proposals to our LDP review (MIR).

  • Large roundabout at MOTO Service Station/Turfhills Roads Depot junctions with A977 – to be delivered through a planning permission of 22/6/11?

NB  At the last LDP preparation, a large roundabout in Powmill at junction of A977/A823 was suggested as part of a Masterplan for the village, rejected by the Reporter (who did support mitigation, however).

  • Improved access for cyclists and pedestrians across M90 interchange – I endorsed a proposal that this area should be subject of special study by Scottish Executive and PKC.

I personally proposed at the PLI the following, still not provided viz:-

  • Speed Cameras between Blairingone and Kinross (we await a timescale from Chic Haggart for variable message signing).
  • Crossing Point (signs/studs) for millennium footpath at western end of Crook of Devon.
  • Enhanced measures at bend opposite village hall in Crook of Devon (currently with Daryl McKeown).
  • Improve anti-skid surfacing on A977.
  • At Balado, improve signage for Balado/Crossroads, provide safe crossing facilities for cyclists/pedestrians, introduce a 50mph speed limit from west of crossroads to new 40mph limit at Turfhills (still not implemented despite PKC agreement).

I would be obliged for road officer comment/research into funding of the above, prior to a further meeting.

Dear Colleagues

I am taking the unusual step of contacting you prior to a Committee Paper because I feel it necessary to emphasise my strong disagreement to the loss of two former AGLV areas, namely the Cleish Hills and the River Devon and its gorge, from securing Local Landscape designation. Paras 5.12 to 5.17 of the Report refer and I ask you to note the comments in Appendix 2 from Kinross-shire Civic Trust (Pages 125, 146 & 149), Fossoway C.C. (Page 139), Cleish & Muckhart C.C.’s (Pages 142 & 143), Stuart Dean of Friends of the Ochils (Page 150) & Portmoak C.C. (Page 152).

My submission is referred to on Page 145 of Appendix 2 but I feel you should be aware of the full content of my letter of 19th January 2015 to Graham Esson and enclosed article.

In summary, I feel the consultants have ignored the strong representations made within the Review Panel for the inclusion of the Devon Gorge & the Cleish Hills as Local Landscape Areas, especially as they meet most of the criteria.  They also have ignored the significance of cross boundary designations, although this issue was raised within the Review Panel.  I don’t accept the Council’s response to the representations made for the above areas, in particular the comment on Page 145 of Appendix 2 that to include them would diminish the merits of the other LLA’s in Kinross-shire.  The Reporter to the Local Plan Public Inquiry in 2003 clearly didn’t have that view either.

The quality of landscape does not change at a local authority boundary so I disagree with Para 5.17 for if the Cleish Hills merit an LLA on the Fife side, then they do so within PKC’s area.  I further note continuing dialogue between Muckhart C.C. and Clackmannan Council on reviewing their LLA’s, particularly the Devon Gorge.

These former AGLV areas are important to the people of the area who fought hard for their inclusion in our Local Plan 2004 and they should not lose a landscape designation.  So, I shall be arguing in Committee that the Ochil Hills LLA should be extended to incorporate the River Devon and its gorge (using the old AGLV boundary), which has strong linkage and association with the Ochil hills that dominate the landscape of the river here; also that the Cleish Hills AGLV area should extend the Fife LLA designation.

As far as I am concerned, any other conclusion, is illogical in landscape terms; so I hope I will get some support for that proposal.
