Revenue Budget 2014/16 Initial Considerations/Thoughts

Members would note my article in Kinross Newsletter of March 2013 on the flawed budget process and Councillor Cuthbert’s unpublished letter regarding Independents circulated.

Nothing has changed and I suggest we again don’t present our own budget, given the political arithmetic in the Chamber and unsuccessful requests for dialogue with other groups. I suggest we draw up a list of how we would seek to use any ‘headroom’ (possibly £10 million over 2 years, depending on UK Autumn budget statement) and pass it to other groups and the press, suggesting we would support any other group’s budget that most closely accommodates our ideas.

First and foremost, the disproportionate cut to the Environment Services budget last time should be corrected viz:-

  1. Transfer £750,000 to Capital for A9777 mitigation measures (Chic Haggart told to stop working on outline business case from last budget failure because no capital changes planned.) A further £250,000 added to last year’s proposal for Powmill following Reporter’s findings on LDP.
  2. Transfer £300,000 to reserves as winter maintenance contingency.
  3. Bring forward money for Core Paths £500,000 and/or put money back into the footpath budget for maintenance and initiatives of £500,000.
  4. Put back £500,000 into road maintenance and extra gulley clearance.
  5. Put back £100,000 into funding the local bus network and find new money for bus shelters.
  6. Put back £100,000 into bridge inspection and maintenance.
  7. Increase budget for works to private/unadopted roads, where community agree to share costs, by another £100,000.
  8. Put back £100,000 into grounds maintenance.
  9. Reinstate money for roadside verge cutting at junctions on safety grounds to be more than once a year – details for Kinross-shire Ward sent to Barbara Renton.
  10. Make budget provision for community waste find of £300,000.
  11. Ask Environment Service/Planning where staff cuts have impacted most? Increase spending on Enforcement and Secretarial assistance for roads improvements/safety and planning.
  12. Review street lighting provision and move to lower illumination, particularly in rural areas.
  13. Review brown bin collection and increase roll-out of kerbside collections.

For Education:

(a)   Put back £50,000 for school crossing patrollers at road locations identified as necessary on safety grounds, following review.

(b)   Re-examine reductions in library opening times with a view to reversing same.

For Property:

(a)    Increase maintenance provision for PKC public buildings, particularly derelict and surplus one.

Dear Nick

New Road Access at Kilmagadwood

I met PKC Officers, Portmoak CC representative, local residents and fellow Ward Councillor Giacopazzi on 21/11/13 at the above site, following my attached email of 24/10/13.

The principal concern of residents, the CC and local members is the present unsafe junction put in on the basis of a condition of planning permission that was not ‘fit for purpose’. It is now imperative that the road edge to the north of the junction, alongside the new earth mounds on the development site, is reduced in height to ensure safe egress to the main road as soon as possible. I understand that the new planning application regarding the access is in the name of the original site owner but the plot adjacent to the main road is in different ownership. I strongly suggest that no further work should be undertaken at the Kilmagadwood site until the access road has been implemented in accordance with guidance on rural roads (not suburban ones) the Council promote on their website.

Dear Ian

Memo of Understanding for Planning Procedure for applications in the Loch Leven Catchment

Local Members in Kinross-shire met with the Kinross-shire Community Councils Forum/Network on 20/11/13 to discuss the above, in the presence of an invited representative from SEPA.

I enclose my email of 10/10/13 to Peter Marshall re this subject. I accepted some of Peter’s response but in relation to retrospective applications the conditions 2 and 3 cannot be met and I responded on 15/10/13 as follows:

“Your response in point 3, with the greatest respect, misses the point I have been making in relation to the expansion and proliferation of gypsy/traveller sites in the Loch Leven catchment. Since such applications are nearly always retrospective and your department does nothing to discourage the practice, the memo’s conditions 2 and 3 cannot be adhered to. Your policy and lack of enforcement approach on gypsy/travellers sites is therefore completely at odds with protecting the Loch and the policy/guidance thereof. So my concerns remain well founded.”

I have not received a reply.

Even more concerning, the SEPA representative at the above meeting (Planning at PKC were invited but did not attend) stated that his organisation have not formally signed agreement to this memo that is now being used in planning reports.

The local Members in Kinross-shire would appreciate your thoughts on this.
